The papers collected together in this volume constitute the main proceedings of a conference that was held at the University of California, Los Angeles, on November 19, 1992. The papers that follow focus on three interrelated topics that are without a doubt of major practical and political importance to the region, both in the immediate present and over the long-run future. They concern issues of social and community development. In the light of the Los Angeles rebellion in April of 1992 these issues take on special significance at the present time. A cluster of questions that revolve around public goods and local government. The individual papers devoted to these matters deal with the environment, transportation planning and policy, and municipal administration in Southern California. The multiple predicaments of the economy of Southern California, and the shape of possible regional industrial policies to deal with them.
